Instead of losing money every day that the ferry is tied "fast" to the terminal dock, why not think "outside the box" for ways to make money with it. If nothing else, one could charge admission so that people who never got to take a ride on it could get to come on board and look around.
A better idea would be to use it as a touring vessel, taking people from one end of Lake Ontario to the other. It could have ports of call in the Niagara River at one end to the St. Lawrence at the other.
On the U.S. side, the population centers at Niagara Falls/Buffalo, Rochester, Oswego/Syracuse and Watertown could be stops. Alternatively, during different time periods, on the Canadian side, stops could include Kingston, Toronto and Hamilton.
One important aspect of the ferry is its ability to carry automobiles.
It could carry tour buses to take passengers into the cities and to sightsee in the surrounding regions.
